From Elite Dangerous Wiki

If I had to wager a guess it's determined by a combination of stats: Hull mass, actual mass(including fuel, cargo, moduels, hardpoint mounts, and passengers), hull size, hull shape, power plant class, and FSD class. Since all of those things would have an effect on what sort of gravity footprint the ship would present. That's both in real space and supercruise too, mind you. Also this ship is just physically gigantic, it's longer, wider, and taller than the Federal Corvette, the Imperial Cutter, the Anaconda, and the Type 9 Heavy Transport. Literally this is the physically the largest of the large panamax ships, that's going to widen it's footprint significantly. All the ships with a bigger Mass Lock factor mount heavier combat equipment, FSDs, Shields and such.

Edit: Also it's full hull mass puts it in the same vein as the Orca, as in this is not a ship you want to have ramming you. That will ruin your day.
