While it is true that Newtons Law states that for every action there must be equal reaction the law does not limit the type of energy involved. Rotational thrusters however are limited to producing energy from rocket fuel.
Moving the cargo could be done using electrical energy (imaging electrically powered robots on rails inside the ship moving the cargo from one end to the other). On the other hand using thrusters to spin the ship can not be done by electrical energy. So any electrical energy available (from a battery for example), can't be used for thrusting. Since we have fuel scoops and/or have to refuel at stations I'm assuming that humankind in the 4th millenia has not developed a technology to somehow convert electrical power to matter or rocket fuel on demand...
Conclusion: moving cargo internally could indeed result in the thrusters having to use less fuel to spin the ship, thus enabling higher spin speed at same fuel consumption. The cargo would ideally have to be placed as close to the center of rotation as possible.
Note: the poster that said that you can turn ship by moving cargo is actually also not correct. Moving the cargo would in and of itself not result in any turn/spin at all. No spin would happen from that alone. Instead, as explained above, moving cargo could result in thrusters having to use less fuel to achieve same spin speed thus enabling a higher spin speed at same fuel consumption.
