Biggest advantage of the mining lance is the range, 4x what a mining laser has. Lets you start mining earlier as you approach a rock, and move away quicker if it isn't productive. Other than range it isn't more effective than a class 1 mining laser at mining.
As a weapon, it's quite a bit less effective than an equivalent fixed class 1 beam laser and more heat and power draw but appears (??) to have higher armour piercing.
I'm guessing that the lack of immediate appeal is why Zermina is usually at the bottom on powerplay.
