Custom paint jobs and decals did exist as part of SpecialEffect charity prize giveaways - I know because I was lucky enough to win and spent several months going back and forth with Tjaart Kruger, one of the senior artists, when he had the time to choose and finalise designs. Both the paintjob and decals are one-offs, using reference designs I provided.
Unfortunately, and probably due to the time and effort involved from the art department, they only offered these special prizes for a few years, and so as far as I know only a handful of CMDRs received paintjobs as a prize - perhaps six at most.
Technically I should not have the decals, as it was not part of the prize, but as part of the design worked better as a separate decal, rather than being integrated in the main paintjob, he provided those as well.
