I have a problem with this. This ship hasn't been confirmed at all, the concept art referenced is from an early design that became the clipper. In the game data, we have a "cutter" but we don't see an "empire_cutter" like we do with the other empire ships. "empire_courier" is in the data, that's the imperial courier. "empire_trader" is in the data, that's the clipper. "empire_liner" is in the data, that's something we haven't seen yet. The closest thing we have to a mention of this ship is in the description of the couier, "Officially the class is used to provide transport for officials that don't warrant the use of a Cutter or Interdictor" but in this case it's unlikely to be mentioning a specific ship. It's more likely that cutter is used in place of "light warship".
I'd propose we at least flag this as a rumor or something and bring back the page for the cutter ship as mentioned in the game data, at least until we get something from the devs one way or another.
