If you have the means, running refugee passengers from damaged stations for a federation faction is a fairly quick way to farm fed rank. The rep bonus for these missions will be +++ which is more than data deliveries can offer.

Ideally, find a system that has multiple federation factions on the passenger lounge board and fill your hold with fed faction passengers and turn in for extra rep.
