It may be possible that it is equipped with a frame shift drive, just not one that is hyperspace capable. It is entirely possible to equip Player piloted ships with frame shift drives that give a maximum jump distance of under 1 lightyear, thus rendering them unable to jump to another system. Seeing as all ships are limited to a real space velocity that would realistically prevent them from escaping the gravity of Earth, or the moon, it would make sense that a small frame shift drive would be fitted to allow them to take off from planetary bases.
