I've edited to Elite rank requirement to <315 million, as that is the theoretical maximum for cartography based earnings since 2.3.
Data scanned by commanders before the 2.3 update will count towards an Elite rank goal at 157.5 million credits.
The number is technically even higher if you base it on passenger missions, as the least "efficient" exploration missions only adds something like 20% of their earnings to the exploration ranks.
Mixed data will thereby skew the visualised numbers on your HUD panel somewhere between 0 cr (yes, fully possible as the passenger mission earnings isn't added to the value on your HUD panel) and 315 million cr.
