Minor factions are NPC factions present in Star Systems. Players have a reputation with each of them. The minor faction that controls the controlling station in a system rules that system. This is usually the one with the most influence - a minor faction reaching 70% influence triggers a conflict (a war, civil war or election) for control of the controlling station.
