So the Emperor is a woman who married into the Duval's, and the Empire rank of King is held by 20,000 pilots who grind for a week. So basically the line of imperium doesn't matter in this universe and everyone can call themselves anything with impunity, and somehow King is lower than Senator. Riiiiight. They really don't think this stuff through do they.
