You're getting the federal assault ship mixed up with the dropship and gunship. The assault ship has 2 class 3 hardpoints and 2 class 2 hardpoints.

Dropship has 1 class 3 hardpoint and 4 class 2 hardpoints

Gunship has 1 class 3, 4 class 2 and 2 class 1 hardpoints (and can also deploy a ship launched fighter)
