What exactly are the criteria for detecting mission objective locations like for black box salvages?

Is it proximity, time spent looking in that direction, random? Is it affected by the grade of your sensors?

Sometimes I detect them on approach to the body. Sometimes I circle for ten minutes and don’t find squat. I don’t get how it works.
