When the controlling faction is in Boom state , the allocation is increased. (More become available). For instance, right now (11/23/17)  you can buy 15 Leathery Eggs instead of 1.

Finding somewhere to sell them for a profit seems to be difficult right now for some reason. Even going 160+ LY they sell for a loss at some stations on the Rare Loops. I had to go to a station in a non-rare system to sell them for a profit.
