Post captain is 7% rank per 20 stacked data delivery with max ranked factions. Donations give between 1% & 3% per donation.

Post Commander is about 10% rank per run.

Lieutentant Commander is 13~14% rank per run.

Lieutenant is 15~20% rank per run.

The ship is worth it, the grind is ridiculous, since you only gain significant rank by stacking Data Delivery. Dont bother doing rep+++ missions, as they take way too long to be efficient.

Did this at Ceos/Sothis taking the missions only from the fed factions at each station and board flipping between open/solo/private/repeat.
