As of 2.3, looks like there's been some minor changes with NPC pirates. These are observations, not official notes.

They almost always don't hunt you down after submitting to interdiction and running away again, except if you stop somewhere later, and they might reappear. The old "endless interdiction cycle" is gone - unless it's a pissed off player who's after you, that is.

Only pirates with ships equal or better to yours tend you attack you, unless they're part of a mission. You'll very rarely be attacked by an Eagle in a Python, for example. This does however mean that you'll be attacked by Fed gunships, Pythons, etc, and they WILL be hard, so you better be top of your game.

Some have engineer upgrades, especially the Elite ones. Be afraid.

They don't run away as easy, but they still run away sometimes. So don't spend 30k on missiles on one.
