These are much, much better than they used to be. They're still rubbish against shields but that's to be expected, but do great damage against hull, pierce a lot of armour, and cause all sorts of damage to modules including splash damage to modules you weren't aiming at. This is true even for NPC ships. Armour also has a new vulnerability to explosives added as standard, since 2.3 I think.
I always pack a rack for helping racking up damage on the bigger ships, as a laser/multicannon loadout just can't pack the punch I need to stop them either damaging me too much or just running away. They're now better than the cannon I used to use for this.
They're also handy to prevent smaller ships from fleeing as a couple of missiles up the tailpipe is enough to stop most of them. Its damage isn't affected by range.
They're kind of expensive for ordinary fights though, so put them on a different fire group and only use when you need them. Totally wasted on shields.
