I didn't edit this page but I have little knowledge about the topic. The thing is, when you hyperjump in space, you don't actually jump to a location (a.k.a coordinate). You jump to a "massive mass" located in that location/coordinate. So, entering coordinates to navigation computer wouldn't cause a jump unless there's a massive object there to jump to. What it has to do with quantim mechanics? According to Einstein's general relativity, massive objects bend the space-time around them which creates a gravity well. That's why we get mass locked when we're near a star or a station or any massive object. Frameshift drive helps us jump to a massive mass (Stars for instance) and lock us in that massive object's gravity well. So we have to know where we are jumping before commencing a jump so that we can lock to a known massive object and it's gravity well. However I don't really know about the "discrete fuel amount" issue :D
