A more appropriate statement would be that though she is strongly opposed to certain types of Imperial policy and as such is also opposed to those imperial governments, the Empire under Li-Yong Rui is considered a cordial ally of Feclicia Winter's Federation. Combat is avoided between the two powers' players and NPCs alike, as our factions benefit one another based on our trade and commerce agreements. The empire under LYR is not one of carnage and forced royalty, but one of commerce. They don't even engage in combat, they are powered by the Sirius Corporation. When they want to expand, they simply BUY new star systems, usually to that system's benefit. You should read up on the lore on all of the powerplay characters, you'll learn quite a bit.
