It is for the most part based off the optimal mass increase. So if you have a grade 5 upgrade that gives you a 50% increase and your jumprange is 20 ly you will now get about 30 lys jumprange assuming thant you don't get any secondaries like "max fuel per jump" increase. This is true for every grade and percentage as far as I can tell.
