I've always kind of wondered...why don't the Capital ships have shielding on individual modules on their ships? The heat relays would benefit from this greatly, for example. I know the ship itself is too large to be shielded, but the modules definitely aren't. 

It isn't for balance issues, either. As it stands, for players, routing a Capital ship is an extremely easy task. It shouldn't be.
