Ship prices tend to be highter for multipurposes in contrast to ships that are dedicated to a single job; for exemple the Corvette (dedicated heavy fighter) is cheaper than the Cutter (multipurpose). Using this logic we can assume that the Beluga, a dedicated passenger transport, should be cheaper that the multipurpose in her tier.

Most info so far places this ship on the Anaconda tier, so we can expect something cheaper than the 147 mil, probably something around the 100 mil. On the other hand if the ship is placed on the Corvette/Cutter tier we can expect something around the price of the Corvette.

And yes, all ships can be outfitted to any kind of job, I only used the term "dedicated XXX" since some ships are mostly used for only one kind of purpose.
