If they upgrade those 2 small hardpoint to medium hardpoints on the Federal Corvette, they would also need to upgrade or add hardpoints on the Imperial Cutter and upgrade its power distributor to keep the offensive capability of the two ships at the same balance point between the two.  The Corvette currently outguns the Cutter as it is, and your proposed change would make it more unbalanced if improvements were not simultaneously made to the Cutter.
