The "Minimum Cargo" rating reflects how many units of cargo each limpet will retrieve, at a minimum.  Each limpet using a controller with 5 minimum cargo will retrieve 5 units of cargo, assuming your target has 5 units. 

Minimum Cargo goes by the rating, not the class, of the controller. A: 5 B: 4 C: 3 D: 2 E: 1

No matter how many "max active limpets" your controller supports, you can only have one limpet active on one ship at a time.
