I'm outsider(23%) with Empire, and neutral(24%) with Alliance. Also, Allied with both Fed and Emp. I have not picked any faction.

I still, however, see no obvious or logical reason that tha requirements should be different from one player to another, as long as one isn't marked as hostile with anyone... And even then it's weird...

When it comes to Beta Hydri, I still assume that I have that permit on account of the CG last week, but it hasn't disappeared from my list, even 5 days after I picked up my reward and left(I was only Midshipman when I participated in that CG).
