I wrote this, and tell you what: I'll test the lateral thrusters on this, FDL and FDS (acceleration to 100 m/s with FA off) and get back to you with the results.

IMO since there are no reaction wheels in Elite, all the pitching is done by firing bow laterals up and aft laterals down (or vice versa) so poor pitcing speed indeed is an issue of weaker thrusters. 

Also I'm pretty sure that rating of the thrusters does not affect pitch rate but I'll check that too.
