Fastest (and most boring!) way I've found is charity missions in Cubeo (pledged to Aisling which I guess helps a little). I stocked my Anaconda up with 50-60 Medical supplies (Agri-Meds etc...), plus Reactive Armour and Non-Lethal Weapons from Tange Vision, Pangilagara. Then basically just bounced between Chelomey Orbital and Medupe City in Cubeo doing the donation/medical/food charity missions. Stocking up on the 'rarer' Tea, Coffee, Animal Meat foods from Chelomey as they became available, and a few Synthetic Meat from Medupe.

If you're quick, you can usually get one way from one Chelomey to Medupe (or vice versa), in under 10 minutes, with enough time left to refresh missions at both source and destination stations, even with 1-2 intradictions (provided you don't get mass locked). when the Medical supplies run low, head back to Tange Vision to re-stock. Rinse and repeat.

For a less 'intense' method, you can just idle at one station (I'd suggest Chelomey as it has the food supply) and refresh the missions there every 10mins, means you can watch TV etc... in the background, but does mean you're halving the potential amount of reputation missions so likely to take longer.

The above works, but can get mind numbingly boring and probably cost me a good few million to get Cutter rank. Unfortunately the rep system seems a bit broken at the moment, as that's the 'best' way I've been able to find.
