I had kind of assumed that's what the Imperial Fighter and the F63 Condor were for in non-CQC play. I can't imagine either of them having space for a Frame Shift Drive or cargo, so news of them arriving in the main universe coming about the same time that they mention larger ships being able to carry fighters...
