I think the point is that each manufacturer has a focus. Saud Kruger will make passenger liners, but not warships. Gutamaya will make Imperial combat ships with a focus on shields more than hull, they will even modify Core Dynamics fighters for Imperial use, but I doubt we will ever see Gutamaya produce a combat-brick.

You wouldn't complain that Rolls-Royce don't produce an SUV, after all...
