I think it's still 381 mil for tycoon, that would make the most sense at least for me. Currently i'm 6% away from Tycoon with around 303 million in assets. However, considering i just lost 45 million in assets ranking up to rear admiral (cost of ranking + % lost on anaconda when sold), and all the times i've died and cargo i've lost, yeah i would say 381 is about right on the money.
