Only one limpet can operate on a target at any one time and they are very slow so you should generally dump them right on top of or slightly ahead of your target while it is turning.

Just slot a 1A for general purposes and spend more on your Cargo Controller to send out more limpets at once to collect your loot since having lots of them operating simultaneously is extremely useful.
