The way I understand it, it's the ships hull mass (or basically hull size espressed in units of mass) that determines optimal shield use, and not the full ship mass. The DE has a hull mass of 170 t, which is pretty close to C3 Shield generators 'optimal mass' of 165 t, so there shouldn't be any real penalty. Though there's no bonus, either.
