I think the issue is the 'selling' part. Selling people is generally considered slavery, something even the Empire like to keep well-regulated. What we need are a few collection missions where they say 'collect X escape pods' and give us the correct permits for it. It's not like they don't already have a few missions where you get a permit for otherwise-illegal/stolen goods.
