To rank up you collect "experience/skill points". Unlike faction reputation, experince points do not fade away/decrease even if you work against the faction.

For example, you need 17 experience points for the imperial baron rank. Charity missions give very little experience points, you need to pay about 330k in charity for one experience point.

Combat missions give the most experience points. Turning in bounty vouchers do not give experience points.
