It seems quite random, depending on where they hit the target and whether they hit the target at all.

I've tried to find out by shooting npc's with 2 Torpedo Pylons, but it turned out to be inconclusive. Sometimes I would kill a target (usually Anaconda or Python) instantly, sometimes I just did 10% hull damage.

Thus I concluded they are unreliable and expensive.
