The class 4 plasma accelerator has the same DPS as the class 2 Imperial hammer. Though it has more ammunition and a lower rate of fire. Also currently the federal ships are far superior over the imperial ships and so I believe that the Imperials are being supplied with better internals - imperial hammers, prismatic shields e.t.c.
