1. I'm pretty sure 7A produces less heat. I've seen proof somewhere, but i can't remember the source. Just look at Power Plants of other classes. http://elite-dangerous.wikia.com/wiki/Power_Plant

2. Since 7B is enough power for you and you are worried about heat, i'm assuming you use your python for exploration or maybe trading. In that case a 7D PP would be better because of it's weight. But the python isn't really much of an explorer. (If i'm wrong and you use it for combat, you can never have enough power!)
