Did you accept the mission or just went out and bought tea?

Look at the Transactions panel on the left hand popup screen.  Highlight the mission for the tea.  They will tell you in there which system/station you need to go to.  When you get to the required station bull up the Bulliten Board,  open the mission and "GIVE CARGO".
