""Cutter"  doesn't exist in the Elite universe, Imperial Cutter does. Yes it is a question whether it makes it into the game, but it does exist."

Say what you want, as the ship is currently labeled in the game data it is NOT an imperial ship. Every imperial ship is prefixed with "empire_", and thus far this does not apply to the entry for cutter in the playable ship area. I double checked UK.ovi, where any playable ship can be found by plain-text name if you know the name, still shows all the typical entries for "cutter" like other ships, but not for "empire_cutter" or anything remotely similar. I'd be ok with you listing this as speculative, like the hunter or krait, which also don't exist at all presently in the data, but listing it as upcoming is just spreading bad information at this point. It's not announced, doesn't exist in data, and there's nothing but a piece of concept art that has conflicting info about whether or not it became the clipper. The only empire_ prefixed ship (read imperial) that exists in the data that we don't have is the empire_liner, which could be any number of things. The imperial eagle doesn't exist yet in data, but it has been announced.

So again, without an offical announcement or a presence in game data, it's nothing but speculation and shouldn't be listed as upcoming.
