In the system I am in there are 5 total minor factions and 2 outposts.  The system is denoted federation and one of the minor factions is indeed a federation aligned corporation and thus the controlling faction.

I have been trying to cause a civil war to overthrow them by supporting one of the independent minor factions.  I was able to get their influence up to 67% but then in spite of continued missions the percentage began to drop.

Does the influence get more difficult to raise the higher you go or was there another player(s) working against me?

Currently the minor faction I am supporting has dropped back down to 54% but when logging in this morning I noticed a civil war did actually begin but it was between two of the other minor factions neither of which controlls one of the two outposts.  So regardless of who wins this civil war, there is nothing at stake correct?
