I suspect that the title of this article is wrong.  The "docking bay" refers to the interior space in the station where ships land on, and take off from, the landing pads.  Most of the inside surface of the Docking Bay is lined with landing pads.

This article, however, seems to be talking about the Access Corridor, as in the public address announcement "The Access Corridor is designated a No Stop Zone.  Blockages will be removed using lethal force."
