Power distributer, Pg 62 of the official game manual (available from the Frontier forums posting and the official game website), states and I quote "SYS: Used to recharge shields and activate scanners/defensive modules.In addition,the more pips assigned, the more resistant shields are to attack".  Also see this forum thread on SIS Pip shield damage results.  So please stop saying that pips to sys does not affect shield strenght until a patch note or update change log says otherwise
