Shield generators take a ship's base hull mass into consideration when calculating protection values, not the ship's overall weight after taking modules into consideration. Which makes sense, since a shield generator's coverage shouldn't be influenced in the slightest by how heavy the ship is (although collisions could possibly be a factor, since it'd require more shield strength to absorb the impact from a heavier vessel).
