Well just bought one in 1.3 and its alright. I bought the scout first but that's lacking in internal modules the explorer is better all round except for speed and agility. I have been exploring with it mainly but I took it to a Nav to see what combat was like and it handles everything fine, compared to my Vulture it feels like a baby Drop ship but not nearly as sluggish as the drop ship.  In all fairness I don't know what any non combat ship has weapons like this, okay against NPCs but pointless against players.
