Bear in mind the game is asymetrical.  They may very well release a low-end Imperial ship to accompany the mid-tier "Clipper", and at the same time release a high-end Federal ship to accompany the mid-tier "Dropshit".  There is no restriction I know of on the order at which FD can release ships.

My personal opinion.  The Corvette is very unlikely going to be low-end.  Corvettes are described as being end game.  Perhaps even past the Anaconda?
