In a certain system I will not name two minor factions have the Election state pending and neither of them are the controlling faction. One of the factions is an invading faction from another system and has the dominant influence level. The controlling faction has 0% influence. It kind of goes against what is proposed here.


Also Civil War is listed as the only way to change controlling factions. What about normal War?
