Yes it is possible you have to keep an eye on the local reputation tab - be careful whom you kill if bounty hunting as this can ruin your rep with the faction your working on. It takes about day or two to repair depending on how much you play. I'm currently post commander & also baron. I mainly trade so my rep goes up a little each time with the local factions of the systems I trade with. Doing faction missions also helps with the predominant faction you chose to work for, eventually naval mission will come to the bbs which once completed successfully promotes your faction title/rank.
