I am new to ED and only have a dozen hours or so playing. So the below is based on my limited experience and my not be complete or totally accurate.

Weak Signal Source - Seem to contain items for missions (Black Boxes, Pirate Transmissions, etc...) They rarely contain NPCs. I say "rarely" because out of the dozens of these sources I have gone too, only once have I seen a ship and it was a System Security vessel that flew in then immediately flew out.

Strong Signal Sources - Seem to contain NPC ships. Most common for me has been trader convoys, Security Forces vs. a lone "Wanted" criminal and the occasional group of pirates. I'm sure these sources could contain a larger variety of ships and situations for missions.
