I have 1537 bounty claims with 153 combat bond claims. Still at Expert rank. I mostly hunt at RES sites, bouncing fron ring to ring until I find a site that spawns a steady stream of heavies like Condas and Clippers. A friend is in the same boat. 

I think it may be accurate that you gain more rank through killing someoe of higher rank, as some people are getting master with 1100 or so kills.
