What are the rules on scanning in Supercruise?

Several searches so far indicate it's just not possible to scan a wake cloud while in SC. But if that's true, then why do we see "High energy wake" clouds in SC??!

Other searches have said you just need them targeted, and when in range, you can jump in to them. I have not had any success with this.
