Plasma is a state of matter (like solid, liquid and gas); it is highly energised (plasma cutters exist - don't touch the 'beam'). Thus, in game, the cannon requires a lot of energy and a lump of matter to energise to fire.

The fictional part of the weapon is the containment and directional control. Plasma is somewhat akin to a gas, so simply generating and releasing it (both acheivable now) would be about as effective as coughing in the enemy's direction - plasma cutters are very short range things.
